Sharing experiences of digital learning in Tehran (english version, @UP, p.4)

Στην αρχαιότερη και σημαντικότερη σχολή ιατρικής στο Ιράν, στο Πανεπιστήμιο Ιατρικών Επιστημών της Τεχεράνης (TUMS), που ιδρύθηκε το 1851, πραγματοποιήθηκε το διάστημα 2-5 Δεκεμβρίου 2018, μία ενδιαφέρουσα ανταλλαγή εμπειριών στον τομέα της ψηφιακής εκπαίδευσης μεταξύ ευρωπαϊκών, ιρανικών και ιρακινών πανεπιστημίων, στο πλαίσιο του 3ου σεμιναρίου του έργου OPATEL.

Το OPATEL (Online Platform for Online Learning and Teaching in Iran and Iraq) πραγματοποιείται στο πλαίσιο του Erasmus+ στη “Βασική δράση 2: Καινοτομία και ορθές πρακτικές” και συγκεκριμένα ως “Συμμαχίες γνώσης για την ενίσχυση της καινοτομίας στην ανώτατη εκπαίδευση”, έχοντας ως κύριο στόχο τη μεταφορά τεχνογνωσίας και βέλτιστων πρακτικών στον τομέα της ψηφιακής εκπαίδευσης. Στο Opatel, εκτός από το Πανεπιστήμιο Πατρών συμμετέχουν 3 πανεπιστήμια του Ιράν, 5 πανεπιστήμια του Ιράκ και 1 πανεπιστήμιο από την Πορτογαλία, υπό το συντονισμό του Πανεπιστημίου Εφαρμοσμένων Επιστημών της Λειψίας στη Γερμανία.

Ιδιαίτερο ενδιαφέρον παρουσίασε η εμπειρία του Πανεπιστημίου Ιατρικών Επιστημών της Τεχεράνης, με 11 σχολές που εποπτεύουν 16 νοσοκομεία με 100 κλινικές στην πόλη των σχεδόν 9 εκατομμυρίων κατοίκων. Το TUMS είναι πρωτοπόρο στον τομέα της ψηφιακής μάθησης και έχει ιδρύσει Εικονική Σχολή (Virtual School), η οποία παρέχει μεταπτυχιακές σπουδές (M.Sc. και Ph.D.) σε E-Learning in Medical Education και Educational Technology. Το TUMS χρησιμοποιεί την ψηφιακή εκπαίδευση ως τμήμα της στρατηγικής του για διεθνοποίηση και προσέλκυση ξένων φοιτητών. Το μοντέλο λειτουργίας της Εικονικής Σχολής είναι σίγουρα προοδευτικό, καθώς εκτός από την παροχή υπηρεσιών ψηφιακής μάθησης στο υπόλοιπο Πανεπιστήμιο, προσελκύει ιδιωτική χρηματοδότηση χρησιμοποιώντας online εκπαίδευση στην πιστοποίηση ιδιωτών επαγγελματιών ιατρικών επιστημών και παρέχοντας υπηρεσίες ψηφιακής εκπαίδευσης προς ιδιωτικούς φορείς. Μέλη της Εικονικής Σχολής διδάσκουν και στο Virtual University of Medical Sciences of Iran, που έχουν δημιουργήσει όλα τα πανεπιστήμια Ιατρικής της χώρας (αριθμούν στα 70 από τα 2000 πανεπιστήμια στο Ιράν), και το οποίο παρέχει προγράμματα σπουδών μόνο online. Συντονίζουν επίσης την εθνική προσπάθεια του Ιράν για την παροχή ανοικτών μαθημάτων προς όλη την κοινωνία (τύπου MOOCs).

To Πανεπιστήμιο Πατρών (ΠΠ) συμμετέχει στο Opatel με επιστημονικό υπεύθυνο τον Νίκο Καρακαπιλίδη, καθηγητή του Τμ. Μηχανολόγων και Αεροναυπηγών Μηχανικών, και πραγματοποίησε το 1ο σεμινάριο του έργου στην Πάτρα τον Νοέμβριο του 2017 παρουσιάζοντας αναλυτικά την πορεία της ηλεκτρονικής εκπαίδευσης και των ακαδημαϊκών πληροφοριακών συστημάτων στο Ίδρυμα. Στο 3ο σεμινάριο της Τεχεράνης συμμετείχαν τα μέλη της ομάδας έργου, Βικτωρία Δασκάλου, ΕΔΙΠ, Τμ. Οικονομικών Επιστημών, και Γιώργος Λεκατσάς, Τμ. Δικτύων πραγματοποιώντας τις παρουσιάσεις Elearning design under the umbrella of openness και Evaluating blended learning: a perplexing puzzle και συζητώντας πτυχές από τις ελληνικές, ευρωπαϊκές καθώς και τις προσπάθειες του Πανεπιστημίου Πατρών στα συγκεκριμένα θέματα.

Αξιόλογη εμπειρία αποτέλεσε και η επίσκεψη στις εγκαταστάσεις του TUMS Virtual School και του Virtual University of Medical Sciences. Το στούντιο δημιουργίας ακουστικού εκπαιδευτικού υλικού (podcast) (acoustic studio), καθώς και το στούντιο δημιουργίας εκπαιδευτικού υλικού σε video (video studio), ήταν πλήρως εξοπλισμένα με επαγγελματικό εξοπλισμό και λογισμικό. Εντύπωση έκανε ότι παρά το εμπάργκο που έχει επιβληθεί στο Ιράν για την εισαγωγή αγαθών, τα συγκεκριμένα ιρανικά πανεπιστήμια καταφέρνουν να βρίσκουν τρόπους δημιουργίας σημαντικών τεχνολογικών υποδομών.

Τέλος, συγκίνηση προκάλεσε η παρουσίαση των προσπαθειών για ψηφιακή εκπαίδευση καθηγητών στο Πανεπιστήμιο της Βαγδάτης. Χωρίς μόνιμη σύνδεση στο Internet, με ηλεκτρικό ρεύμα που στηρίζεται σε μπαταρίες, με κινητή σύνδεση Internet που πληρώνουν οι ίδιοι φοιτητές συνδράμοντας τον διδάσκοντα, χρησιμοποιούν ελεύθερες πλατφόρμες, όπως η google classroom, και με ιδιαίτερο πάθος προσπαθούν να παρέχουν ψηφιακή εκπαίδευση στους μαθητές τους. Sharing experiences of digital learning in Tehran

The oldest and most prestigious medical school in Iran, the Tehran University of Medical Sciences (TUMS), founded in 1851, organized the 3^rd OPATEL seminar in December 2018, as an interesting exchange of experiences in digital learning among European, Iranian and Iraqi universities.

The OPATEL project is funded in the framework of Erasmus + programme, under “Key Action 2: Innovation and Good Practices”, in the area of “Knowledge Alliances for Enhancing Innovation in Higher Education”. The main aim of the project concerns the sharing of know-how and best practices in the field of digital education. The project is coordinated by the University of Applied Sciences of Leipzig in Germany and the consortium consists of two more European universities (University of Patras in Greece and ISPAB in Portugal), 3 universities in Iran and 5 more universities in Iraq.

The experience of TUMS, a university with 11 schools, operating 16 teaching hospitals with 100 clinics in Tehran, a city with a population of nearly 9 million people, was quite interesting. TUMS is a pioneer in the field of digital learning and has established a Virtual School that offers postgraduate studies (M.Sc. and Ph.D.) in “E-Learning in Medical Education and Educational Technology”. TUMS uses distance education as part of its strategy for internationalization and for attracting foreign students. The operating model of the TUMS Virtual School is certainly progressive. Except its primary activity of providing digital learning services to the rest of the University, the Virtual School attracts private funds by offering online training services for the certification of medical professionals and by providing digital education services to private organizations. Faculty members of the Virtual School also lead the operation of the Virtual University of Medical Sciences of Iran, which has been established by an alliance of all medical universities in the country, offering only online program of studies. TUMS Virtual School acts also as the coordinator of Iran’s national effort to provide online courses open to the whole society (MOOCs).

The University of Patras (UPAT) research team is coordinated by Dr Nikos Karacapilidis, Professor at the Department of Mechanical and Aeronautical Engineering. The UPAT team organized the 1st OPATEL seminar in November 2017 at the city of Patras, Greece, presenting in detail the establishment of e-learning services and the development of academic information systems in the university. The University of Patras was represented in the 3rd OPATEL seminar in Tehran by Dr Victoria Daskalou, Department of Economics, and Mr. George Lekatsas, Network Operation Center. During their presentations entitled “Elearning design under the umbrella of openness” and “Evaluating blended learning: a perplexing puzzle” they presented the useful insights of the Greek, the European and the UPAT’s efforts in digital learning.

The visit at the premises of the TUMS Virtual School and at the Virtual University of Medical Sciences was a valuable experience. Their acoustic studio, as well as the video studio, were fully equipped with professional hardware and software. It was quite impressive that, despite the embargo imposed on Iran for the import of goods, those Iranian universities can still find ways to build significant technological infrastructure.

Finally, the efforts in digital learning of the University of Baghdad seemed remarkable. Without a permanent Internet connection, with battery-powered electricity, with students paying for mobile internet by themselves to assist their professors, the faculty uses free platforms, such as the google classroom, and passionately tries to provide distance education to the students. These Iraqi colleagues deserve our deep respect!
