medical school\nin Iran, the Tehran University of Medical Sciences (TUMS), founded in 1851, organized\nthe 3<sup>rd<\/sup> OPATEL seminar in December 2018, as an interesting exchange\nof experiences in digital learning among European, Iranian and Iraqi\nuniversities.<\/p>\n\n\n\n<p>The OPATEL project is funded in the framework of Erasmus + programme, under &#8220;Key Action 2: Innovation and Good Practices&#8221;, in the area of &#8220;Knowledge Alliances for Enhancing Innovation in Higher Education&#8221;. The main aim of the project concerns the sharing of know-how and best practices in the field of digital education. The project is coordinated by the University of Applied Sciences of Leipzig in Germany and the consortium consists of two more European universities (University of Patras in Greece and ISPAB in Portugal), 3 universities in Iran and 5 more universities in Iraq. <\/p>\n\n\n\n<p>The experience of TUMS, a university with 11\nschools, operating 16 teaching hospitals with 100 clinics in Tehran, a city\nwith a population of nearly 9 million people, was quite interesting. TUMS is a\npioneer in the field of digital learning and has established a Virtual School\nthat offers postgraduate studies (M.Sc. and Ph.D.) in \u201cE-Learning in Medical\nEducation and Educational Technology\u201d. TUMS uses distance education as part of\nits strategy for internationalization and for attracting foreign students. The\noperating model of the TUMS Virtual School is certainly progressive. Except its\nprimary activity of providing digital learning services to the rest of the\nUniversity, the Virtual School attracts private funds by offering online\ntraining services for the certification of medical professionals and by providing\ndigital education services to private organizations. Faculty members of the\nVirtual School also lead the operation of the\nVirtual University of Medical Sciences of Iran, which has been established by\nan alliance of all medical universities in the country, offering only online program\nof studies. TUMS Virtual School acts also as the coordinator of Iran&#8217;s national\neffort to provide online courses open to the whole society (MOOCs).<\/p>\n\n\n\n<p>The University of Patras (UPAT) research team is coordinated by Dr Nikos Karacapilidis, Professor at the Department of Mechanical and Aeronautical Engineering. The UPAT team organized the 1st OPATEL seminar in November 2017 at the city of Patras, Greece, presenting in detail the establishment of e-learning services and the development of academic information systems in the university. The University of Patras was represented in the 3rd OPATEL seminar in Tehran by Dr Victoria Daskalou, Department of Economics, and Mr. George Lekatsas, Network Operation Center. During their presentations entitled \u201c<a href=\"https:\/\/docs.google.com\/presentation\/d\/10d768UG6a229FdwlMXL_5CG-R1UAIL_xQmzgqsETI2E\/edit?usp=sharing\">Elearning design under the umbrella of openness<\/a>\u201d and \u201c<a href=\"https:\/\/docs.google.com\/presentation\/d\/1tAabjQOwFiZBXEveCwITal5A4m1M5wZQxC1nZusnl-0\/edit?usp=sharing\">Evaluating blended learning: a perplexing puzzle<\/a>\u201d they presented the useful insights of the Greek, the European and the UPAT\u2019s efforts in digital learning.<\/p>\n\n\n\n<p>The visit at the premises of the TUMS Virtual\nSchool and at the Virtual University of Medical Sciences was a valuable experience.\nTheir acoustic studio, as well as the video studio, were fully equipped with\nprofessional hardware and software. It was quite impressive that, despite the\nembargo imposed on Iran for the import of goods, those Iranian universities can\nstill find ways to build significant technological infrastructure.<\/p>\n\n\n\n<p>Finally, the efforts in digital learning of\nthe University of Baghdad seemed remarkable. Without a permanent Internet\nconnection, with battery-powered electricity, with students paying for mobile\ninternet by themselves to assist their professors, the faculty uses free\nplatforms, such as the google classroom, and passionately tries to provide distance\neducation to the students.
